Tried this, It is really not a VoIP application. Its a chat application that allows you to place regular voice calls. When a Skype freinds contacts you, the call is routed over the Cellular voice network, similar to how SkypeIn is setup. When you call your friend, a regular phone number is called which then routes the call to your skype contact.
